Frank Ghiorsi
Mr. Ghiorsi graduated from St. Francis College, Brooklyn, New York, with a Bachelor of Arts degree in 1952.
His employment began in 1952 with the New York City Police Department, where he developed his skills in accident investigation, working as an accident investigation instructor, chemist and video technician, and as Commanding Officer, Accident Investigation Squad until December 1977.
In January 1978, Mr. Ghiorsi joined the National Transportation Safety Board (NTSB) in Washington, D.C., as Investigator in Charge (IIC) of major highway accidents, and then as Highway Accident Investigator at the New York City Field Office where he also served for three years as Highway Program Coordinator. For five years he was Chief, NTSB New York City Field Office at JFK, Aviation and Railroad, and then as Director, Northeast Region Highway Division from 1990 until his retirement from NTSB in January 1999.
Mr. Ghirosi brings to Champagne Associates, P.C. a great deal of experience and an array of accomplishments in the field of accident reconstruction. He has assisted the State of New York in organizing the Department of Transportation Safety Board, and has been a consultant to Port Authority of New York and New Jersey. He also has expertise in the areas of passenger car seat belts (manual and automatic), airbags in passenger cars, and has conducted studies in the performance of child safety seats, as well as heavy truck accidents, large and small school bus accidents, and alcohol related accidents.
He has had course training at Northwestern University in Advanced Accident Investigation, Technical Accident Investigation and Traffic Accident Reconstruction. His accident investigation training has also included course studies at Transportation Safety Institute (TSI) in Oklahoma, relating to truck and heavy truck accidents, and a number of other accident investigation courses by NTSB, New York City Police Department and several other law enforcement training centers. In addition, Mr. Ghiorsi has had training in specific areas relating to railroad and aviation accidents.
Mr. Ghiorsi is a Certified Driver Improvement Instructor in the State of New York, a member of the New York City Police Safety Board, and an Instructor for Highway Accident Investigation for both NTSB and NYCPD. He has been a guest lecturer and instructor in accident investigation and transportation safety on numerous occasions for
many organizations and institutions, including Penn State University, Hofstra, Fordham and Brooklyn Law Schools, and the New York State Motor Truck Association.
