Voley Martin
Mr. Martin brings to Champagne Associates his background of over 25 years experience in fleet management operations and maintenance responsibilities for both small and large numbers of fleet vehicles. Mr. Martin also brings to Champagne Associates 25 years of experience in facility design, maintenance and repair. He served as a Helicopter Crew Chief and Mechanic during the Vietnam War and as an Aviation and Logistics Management Operations Officer in the Persian Gulf. Mr. Martin retired at the rank of Major after 30 years of combined service in the United States Army and Army Reserve, and retired as the Director of Fleet Operations after 28 years of public service with the Metropolitan Transportation Authority.
From 1967 to 1971, Mr. Martin worked as a Class “A” automobile mechanic, and a New York State Motor Vehicle Inspector. His qualifications include all phases of automotive repair. From 1985 to 1995, Mr. Martin was Vice President and partner in a family owned automobile repair shop. Mr. Martin has maintained his proficiency by continually attending technical training courses. Since their introduction, Mr. Martin has had extensive experience with Antilock (ABS) Brake Systems and Supplemental (Air Bag/Seat Belt) Inflatable Restraint Systems.
From 1971 to 1979 he worked for the Metropolitan Transportation Authority at Republic Airport as a Maintenance Supervisor, responsible for the maintenance and repair of airport operations and maintenance crash, fire and rescue vehicles, construction equipment, maintenance and snow removal vehicles.
From 1979 to 1988 he worked for the Metropolitan Suburban Bus Authority (MSBA), where he rose to the title of Chief Maintenance Officer having the responsibility for 1,350 diesel and LP gas bus fleet operation and three maintenance facilities.
From 1983 to 1985, he developed and conducted a comprehensive bus mechanic training program and was recognized in 1985 by the New York State Department of Transportation as the leader in developing a program for improving the skills of transit mechanics statewide.
After being promoted to Chief Maintenance Officer, he worked closely with General Motors Corp. Bus Division, Flexible Corp., and Grumman Aerospace, in the developing of technical and performance specifications for the Advanced Design Bus (ADB) for suburban operations in Nassau County, New York. He later designed two state-of-the-art bus maintenance facilities in Garden City and Rockville Centre, New York.
From 1988 to 1998, Mr. Martin became the Director of Fleet Operations for the Triborough Bridge and Tunnel Authority. His duties included the functional fleet management, maintenance and operation of 1,500 fleet vehicles, their procurement and disposal, and the development of all vehicle and service contract technical/performance specifications. Mr. Martin was responsible for outside vendor and contractor quality assurance/control, as well as all two-way communications equipment.
From 1985 to the present, Mr. Martin has worked as an Associate/Consultant. Mr. Martin’s background and experience in Fleet Operations and Maintenance has proven to be an asset to our company and our clients with respect to vehicle and equipment defect investigation and reporting. Mr. Martin has extensive experience in air-bags (SIR) and anti-lock braking systems (ABS).
Mr. Martin has performed numerous accident reconstructions and analyses involving automobiles, buses, commercial vehicles, industrial and construction equipment. Mr. Martin attended Northwestern University Center for Public Safety where has had training in Vehicle Dynamics and Accident Reconstruction.
Mr. Martin has obtained the necessary background and experience in personal injury related to “slip and fall” accidents.
Mr. Martin is a graduate of the United States Army Logistics Management College in 1992. He has attended courses and received certification in Fleet Operations/Maintenance Management from Indiana University, New York Institute of Technology, and Wright State University. In addition to his ASE Certification, he is an associate member of the Society of Automotive Engineers (SAE), National Association of Fleet Administrators (NAFA), NYS Motor Trucking Association (NYSMTA) and the Society of Fleet Supervisors (SFS).
Mr. Martin possesses a Class “A” CDL with all Endorsements, and is a licensed Real Estate Associate. As a community leader and volunteer, he served three terms as a Trustee and Secretary on a Public School Board of Education. During his 30year reserve military career, Mr. Martin was an Honor Graduate at the US Army Transportation School, an Army Aviator, was twice awarded the Army Achievement, Army Commendation Metals, and the Kuwait Liberation, Meritorious Service, and Bronze Star Medals during Desert Storm/Desert Shield.
